USTC Ready for Its Launch of the " Project 211" of the Tenth Five-Year Plan
????On the afternoon of Sept. 26, USTC vice-president Cheng Yi presided over a meeting to make arrangements for its launch of the "Project 211" of the Tenth Five- Year Plan at USTC. Present at the meeting were USTC Party secretary Tang Honggao, USTC president Zhu Qingshi, relevant leaders at the level of section chief or above, professors and other involved professionals at the professorial level.
????President Zhu relayed the suggestions of the State Planning Commission, the Ministry of Education and the Ministry of Finance concerning the implementation of the project and the substance of a report made by vice-minister of the Ministry of Education Zhou Ji. President Zhu introduced the overall implementation plan made by the State Planning Commission, the Ministry of Education and the Ministry of Finance for the project and communicated the evaluations concerning the project of the Ninth Five-Year Plan and the guiding instructions regarding the launch of the "Project 211" in the Tenth Five-Year Plan at USTC from the Ministry of Education. At the meeting, president Zhu made an overall plan for the implementation of the project at USTC. He said that a clear understanding of the project is important and that we should focus on the construction of disciplines, the enhancement of key disciplines, public service systems and the cultivation of teaching staff at USTC. He said that, in making plans for the implementation of the project, priority should be given to the existing important disciplines at USTC and some new much-needed disciplines. He announced that the university authority had decided that the 6 construction items of the project in the Ninth Five-Year Plan at USTC would be integrated and 5 new key construction items of disciplines would be added to the project in the Tenth Five-Year Plan. He thought that we should make use of the successful experience gained in the first-phase construction of the project at USTC in the Ninth Five Years, learn from the lessons, improve our management and implement the project step by step. He stressed that the "Project 211" is an important opportunity for the development of USTC which is now at a critical development stage and further called for not only the necessary support from the CAS but also the internal unity of all the members of USTC to realize a successful plan and implementation of the second-phase construction of the project at USTC.
????Party secretary Tang Honggao put forward the general requirements for the organization, application and feasibility study of the second-phase construction of the project. First, he required that all the participants of the meeting should try to understand the thrust of documents on the project and pass it on to all the related staff members. Second, he asked that all the experts and departments involved should consider the opinions of all the faculty members about the implementation of the project and make full use of their wisdom to achieve a smooth development of USTC. Third, he asked that the implementation plan should take into consideration the current situation of USTC as well as its schools and departments and attach greater importance to innovation so as to make the plan practical in the construction of disciplines at USTC. Fourth, he thought it essential to focus on the construction of disciplines and balance the development between all the disciplines at USTC. Fifth, he required that adequate attention be paid to the relationship between teaching and research in the construction of disciplines to guarantee the funds for the improvement of teaching and experiment environments. Mr. Tang emphasized that it was of great importance for the staff members to get unified in the preparations for the launch of the project at USTC.
